Venezuela breaks ties with Peru. OAS calls on Maduro to accept defeat or call new elections in Venezuela.

0

The secretary general of the Organization of American States on Tuesday urged Nicolás Maduro to recognize his defeat in Venezuela’s presidential elections or call for a new, more transparent vote, adding to numerous international questions about the result of the elections that proclaimed the current president the winner and that has been ignored by several countries.

Shortly after, U.S. President Joe Biden and his Brazilian counterpart, Luiz Inácio Lula da Silva, urged Maduro’s government to immediately release “the complete, detailed and transparent election results” with which the president was declared the winner.

A White House statement on the phone call between the two presidents said Brazil and the United States recognized that the situation in Venezuela “represents a critical moment for democracy in the hemisphere.” The two leaders also pledged to have close coordination on the issue of Venezuela, according to the White House’s one-paragraph statement.

Meanwhile, the government of Peru recognized the opposition leader Edmundo González as the president-elect of Venezuela and from Costa Rica came the offer of asylum for the opposition candidate and for the leader María Corina Machado in the face of the messages launched by Venezuelan authorities to have them arrested.

The OAS condemnation was also joined by the Carter Center’s pronouncement on the “absence of transparency” and its impossibility to verify the results of the disputed elections. The organization was one of the few invited by the Venezuelan authorities to witness the elections as an international observer.

The increase in international pressure comes two days after the elections and after Venezuela’s National Electoral Council (CNE) officially proclaimed Maduro president on Monday, in his second re-election, after Sunday night released results that gave the president the electoral victory with 51% of the votes against 44% for González.

“It is imperative to know about Maduro’s acceptance of the minutes held by the opposition and consequently accept his electoral defeat,” Luis Almagro’s office said in its first statement on Sunday’s electoral process in Venezuela.

“If this is not done, it would be necessary to hold new elections,” but this time with international observers from the European Union and the OAS and new electoral authorities “to reduce the margin of institutional irregularity that plagued this process,” the general secretariat of the continental organization said in a press release.

Shortly after Costa Rica offered him asylum, Machado thanked him and said on his account on the social network X, formerly Twitter, that his priority is the protection of the six members of his party who have been in asylum since April at the residence of the ambassador of Argentina.

Peruvian Foreign Minister Javier González-Olaechea, meanwhile, announced that his government recognizes González as “the legitimate president-elect of Venezuela” and maintained that Maduro is “a person who wishes to perpetuate himself in power through dictatorship.”

After that pronouncement, Maduro’s government agreed to break diplomatic relations with Peru. Venezuelan Foreign Minister Yvan Gil said Tuesday night on his X account that Caracas made the decision after the “reckless statements” of his Peruvian counterpart.

Later, the presidency of Peru said on its social networks that the decision of Maduro’s government was made by “the impossibility of reliably demonstrating its attributed electoral victory, exhibiting all the minutes with international verification as requested by countries and multiple international organizations.”

For his part, Costa Rican Foreign Minister Arnoldo André offered his country’s territory as asylum for both opponents and for those who have taken refuge in the Argentina embassy in Caracas.

Shortly after the pronouncement by Almagro’s office, the United States again criticized the lack of transparency in the process and asked the South American nation’s electoral authorities to reveal the results. He also said that he is reviewing information shared by civil organizations and reports from international observers.

Only a handful of international observers were authorized by the Venezuelan government to witness the election, including a small delegation from the United Nations and the Carter Center, a U.S. nongovernmental organization that promotes democracy.

Several Latin American countries, including Argentina, Brazil, Chile, Costa Rica, Peru, the Dominican Republic, Panama and Uruguay, criticized the lack of transparency in the electoral process that proclaimed Maduro president, angering the Venezuelan government that ordered the return of all its diplomatic personnel in those nations and asked them to do the same with their personnel in Venezuela.

The Venezuelan opposition has said it is unaware of the electoral authority’s announcement of Maduro’s victory and has documents and minutes that prove Gonzalez is the president-elect.

For some experts, it is vital that the opposition shows these records to give veracity to their claims.

“It’s really important to reinforce how people see this and how they respond,” said Caleb McCarry, a Venezuela expert who has met with Maduro in the past and is now vice president of PAX Sapiens, a nonprofit foundation that focuses on global issues.

At a virtual conference on Venezuela hosted by the Washington Atlantic Council’s think tank, McCarry said election authorities should publish data for each constituency and that the Venezuelan opposition should go to election authorities with tally sheets purportedly showing voter rolls.

Panama was the first to announce that it would withdraw its diplomatic staff in Caracas and that it would put relations with Venezuela “on hold,” triggering more condemnation from the region and a strong response from Maduro.

Although its observers were not authorized by Maduro to be present at the elections, the European Union (EU) said that it has closely followed the process and that according to “reliable” reports from national and international observers there were “numerous failures and irregularities.”

“The counts of these elections have not been authenticated and cannot be taken into account as representative of the Venezuelan popular will until all the official minutes of the polling stations are verified and published,” said Josep Borrell, the EU high representative.

Experts consulted by AP believe that it is necessary for the international community to raise its voice to generate pressure on Maduro.

For some nations, such as the United States, it would be through sanctions and “for most countries pressuring Maduro to publish the vote counts so that they can be audited,” Ryan Berg, director of the Americas Program at the Washington-based Center for Strategic and International Studies, told the AP. “Until then, there will be a cloud of suspicion over his head and he will remain an international pariah.”

At the request of Argentina, Canada, Chile, Costa Rica, Ecuador, the United States, Guatemala, Panama, Paraguay, Peru, the Dominican Republic and Uruguay, the OAS Permanent Council will hold a special meeting on Wednesday to analyze the situation in Venezuela, which recently decided unilaterally to withdraw from the organization.

Almagro’s office stressed the urgency for Maduro to recognize his defeat or call for new elections “taking into account that the opposition campaign command has already presented the minutes by which he would have won the election” and the ruling party — including the electoral authorities — “has not been able to present the minutes by which he would have won, which for this moment would be pathetic and laughable if it were not tragic.

The official statement was made public that same day that Almagro received a report from the OAS Department of Electoral Cooperation and Observation on the country’s elections.

“The complete manual of the fraudulent handling of the electoral result was applied in Venezuela on Sunday night,” said the secretary general’s office. “We went to an electoral process without guarantees, nor mechanisms and procedures to enforce those guarantees,” he said.

The global average surface air temperature reached 17.09°C, a heat never before recorded.

Last Sunday was the hottest day ever recorded on Planet Earth , says the European Union.

Our Earth had the hottest day ever recorded this past Sunday, the 27th. The news comes from the European observatory Copernicus. The average global air temperature on the surface reached 17.09°C, a heat never before recorded. The previous record had also occurred in July, but in the year 2023, when the average global temperature was 17.08°C.

The data is still preliminary, according to the observatory, but points to a historical daily record in the Copernicus records, which have been made since 1940. June of this year marked the thirteenth uninterrupted month of heat records on Planet Earth . Since June 2023, a hotter month has been recorded in each new period, a fact that scientists and authorities highlight to indicate that we are living in a climate emergency. June’s temperature mark adds to the list of global heat records this year and last.

First , our planet  recorded in 2023 the hottest June in history – until then .
Then , the record was broken with each new month: July, August, September, October, November, December, January, February, March, April, May and now June again.
In addition , the number of days that exceeded the politically significant warming threshold of 1.5ºC has already reached a new high ;
And, to make matters worse , for the first time, the world recorded a day with the global average temperature 2°C above the pre-industrial era.
In addition to all this , July 2023 was so hot that it may have been the hottest month in 120,000 years , while average September temperatures broke the previous record by 0.5°C.

Several regions of the Earth will be uninhabitable

NASA, the American space agency , has published a study listing five regions of the planet where heat could make human survival impossible in the next 50 years. The list includes areas in the Central -West, Northeast, North and Southeast of Brazil . The study was led by Colin Raymond, from NASA’s Jet Propulsion Laboratory, and published in the scientific journal Science Advances.

The list also includes South Asia, the Persian Gulf and the Red Sea, as well as parts of China and Southeast Asia . In addition to the uninhabitable areas, the study also indicates that, in the same period, some regions will no longer allow the formation of life.

In February of this year, NASA had already indicated that planet Earth is 1.5 degrees warmer. The researchers used satellite images and projections of the wet bulb temperature, the lowest temperature that can be reached solely by the evaporation of water . In addition to temperature, air humidity was also taken into account.

According to experts, the combination of a temperature equal to or greater than 37ºC and humidity above 70% is what triggers health problems. The body can maintain sweating at 45°C with 20% humidity. However, with humidity above 40%, it can be lethal , since the ability to sweat and dissipate heat is reduced. It is not known how humans can adapt to high temperatures for several days.

Morocco defeated Argentina 2-1 in the debut of the two teams at the Paris Olympics in a game with a lot of confusion.

The Moroccan team defeats the Argentine team in a match that was stopped for 2 hours.

The Moroccans took the lead at the end of the first half with Rahimi. In the second half, Akhomach was brought down by Soler in the penalty area, the center forward 9 went to take the penalty and scored his second goal of the game. Javier Mascherano passed to Simeone, who reduced the deficit for the Argentine team 12 minutes after coming on. The Argentine team tried to equalize, but were hampered by great saves from Munir. At the end of the second half, the referee gave 15 minutes of injury time, the Argentine team went all out and managed to equalize in the last play, with two balls hitting the crossbar before Medina scored the goal that made the score equal.

Unhappy with the result and the extra time, Moroccan fans invaded the field and threw objects onto the field. The players, referees and coaching staff went to the locker rooms and the game was interrupted. The game was only restarted almost 2 hours later. Swedish referee Glenn Nyberg called offside and the game was changed to 2-1. He allowed four more minutes to be played and the Moroccans came out on top.

The controversy and confusion

Well, Swedish referee Glenn Nyberg signaled 15 minutes of added time at the end of the second half. And with that, the Argentine team went after the Moroccans and managed to score in the last kick, in an almost unbelievable play. There were 5 shots in total and 2 balls hit the crossbar until Medina temporarily equalized the score. The game was interrupted right after the goal and several Moroccan fans invaded the field before the players even left.

In addition to the invasions shortly after the Argentine team tied the game, fans of the Moroccan team threw bombs and objects at the Argentine players, who left the field in a hurry to avoid being hit. The game was interrupted and the stadium was evacuated by the organizers. And for security reasons, the goal play was not reviewed by the video referees and the game was stopped with the score at 2-2.

After Argentina’s second goal, Moroccan fans threw bombs and other objects at the South American players, who quickly left the field to avoid being hit. Several people also invaded the pitch and stadium security had a hard time controlling the invaders’ tempers.

The players, the team and the referees left the pitch much later than scheduled, due to the lack of security at the stadium, which was evident with the mass invasion of the pitch after the equalizing goal. The decision to return to the game was made more than 1h30 after the stoppage and, after returning to the pitch, the referee went to the monitor, reviewed the play and confirmed that Amione was offside in the play that led to Medina’s goal.

The match was therefore confirmed with a score of 2-1, the Moroccan team withstood the pressure and came out with the victory in the match.

US Vice President Kamala Harris has opened up a two percentage point lead over Republican Donald Trump after President Joe Biden dropped out of his re-election campaign, a Reuters/Ipsos poll showed on Tuesday (23/07).

The poll, conducted on Monday and Tuesday, comes after Donald Trump formally agreed to his party’s nomination and Biden’s announcement that he was leaving the race.

Kamala Harris has 44% of the voter’s intentions, while Donald Trump has 42%, the national poll showed . The difference is within the margin of error of 3 percentage points.

Kamala was tied with Trump in previous poll

Harris and Trump were tied with 44% of the vote in a poll conducted July 15-16. In an earlier poll conducted July 1-2, Trump led by one percentage point, both within the same margin of error.

The latest poll showed that 56 percent of registered voters believe Harris is “mentally capable of handling challenges,” compared with 49 percent who said the same about Trump, 78.

Only 22% of voters rated Biden that way.

The survey, conducted online, surveyed 1,241 U.S. adults, including 1,018 registered voters.

Kamala Harris already has enough delegates to be a candidate

US Vice President Kamala Harris on Monday secured the support of the number of Democratic Party delegates needed to be named the party ‘s candidate for the White House at the convention in August, according to campaign officials who spoke to Reuters .

In the United States, political parties select their presidential candidates through an indirect vote: voters participate in state primaries, and each state sends a certain number of delegates to the national convention . It is these delegates who, armed with the results of the primaries in their states, officially select the party’s candidate.

Therefore, Kamala’s candidacy can only be made official at this event, and the delegates can change their minds until then. The vast majority of them were elected in the party primaries to support Joe Biden and, with the president’s withdrawal, they are free to choose whoever they want.

Kamala shows strength

Still, the fact that Kamala has already garnered the informal support of a simple majority of delegates (2,214 of about 4,000 , according to an informal count by the Associated Press) is a sign of the vice president’s strength, and should prevent the emergence of opponents who want to dispute the nomination with her – prominent governors, such as Gretchen Whitmer, of Michigan, and JB Pritzker, of Illinois, have already said they will not seek the nomination.

Otherwise, it would be necessary to hold an open convention , where each candidate seeks support among the delegates during the event, but the Democrats seem to want to avoid the risks that such a clash would bring.

The chairman of the party’s national committee , Jaime Harrison, said on Monday that the party will choose the new presidential candidate by August 7, via online voting, bringing forward the decision and confirming that there should be no room for open disputes.

Kamala had already consolidated herself as Biden’s successor on Monday, winning support from strong names in the Democratic Party, such as former Speaker of the House of Representatives Nancy Pelosi.

The mood of triumph was visible in her first campaign speech , delivered early Monday evening at the location that until last Sunday (21) was the headquarters of the Biden-Harris campaign. “The baton is in our hands,” said Kamala, who was introduced to the sound of “Freedom” by Beyoncé.

The cause of the cyber attack this Friday the 19th, which left thousands of people and companies around the world without access to operating systems.

Explaining the flaw in the CrowdStrike system that caused the cyber blackout.

CrowdStrike assures that the incident was not an attack!  A failure in the content update related to the CrowdStrike Falcon security sensor, which is used to detect possible hacker intrusions, was the cause of the cyber attack this Friday (19/07), which left thousands of companies and people around the world without access to operating systems, especially Microsoft’s Windows.

Cybersecurity firm Crowdstrike, which was responsible for the outage, was adamant that today’s incident was not an attack. What we can say that definitely happened in the early hours of this Friday, according to the company, was a kind of content update in Microsoft’s Windows hosts files.

A Host file is used by the operating system to map friendly hosts to numeric Internet Protocol (IP) addresses that identify and locate another host on an IP network. These host files contain lines of text that are IP addresses and they communicate with each other.

The CrowdStrike Falcon that was updated and ended up causing problems is a sensor that can be installed on Microsoft’s Windows, Mac or Linux operating systems. These are product modules that connect to a security solution environment called an endpoint, which is hosted in the cloud. This sensor allows instant access to information on the “who, when, where and how” of an attack, and its cloud-based architecture allows for fast and accurate response and correction times.

Endpoint security provides protection for devices. Cloud computing is the delivery of computing services, including servers, storage, databases, networking, software, analytics, and intelligence, over the Internet (the cloud), enabling rapid innovation with flexible resources and economies of scale. And it is these services that have been difficult for enterprise platforms around the world to access.

According to the General Data Protection Law (LGDP), endpoint security works to ensure the protection of sensitive information and helps companies comply with data protection rules. This means that there is a growing need for security measures that companies must have in place to prevent cyber threats.

Mitigation to roll back CrowdStrike system failures

Microsoft earlier said it was taking mitigation measures, but warned that many users may not be able to access various apps and services, as has happened around the world. The affected companies have since identified that they use CrowdStrike’s security system.

Due to the situation that occurred today, the company’s shares, quoted at the opening of the stock market at US$ 351, were traded on Friday afternoon at US$ 297, a drop of more than US$ 50, which meant a loss of market value for CrowdStrike of more than US$ 2 billion in a single day.

Tracked attacks

CrowdStrike’s Global Threat Report, which highlights notable trends and events across the cyberthreat landscape, has detected 34 newly identified adversaries in 2023. More than 230 adversarial attacks in total were tracked by the company, and intrusions in the cloud, where today’s issue occurred, increased by 75%.

According to the company, the fastest recorded time to commit an e-crime was two minutes and seven seconds. The report also found that the number of victims of data theft identified on the dark web increased by 76%. The intelligence report examines how adversaries are operating and finds unprecedented stealth, with rapid attacks adapting to avoid detection by security systems.

Israel intercepts missile fired from Yemen by the Houthis.

Israel’s government said its air defenses intercepted a missile launched from Yemen on Sunday (July 21), after Houthi rebels said they fired several missiles at the Israeli city of Eilat on the Red Sea.

The attack extended an escalation of violence between Israel and the Houthis that began on Friday (19), when the Yemeni group launched a drone that hit central Tel Aviv, killing one man and wounding four others.

Israel strikes Houthi targets

Israeli warplanes carried out an airstrike near Yemen’s Hodeidah port in response on Saturday (20), hitting what Israel said were Houthi military targets.

Six people were killed and 80 others wounded in the attack, medical sources in Yemen told Reuters on Sunday, saying they were all civilians.

Images from the scene showed a fire and thick smoke rising from the site of the attack.

Also on Saturday, the Houthis said they “will respond to this blatant aggression” and “will not hesitate to strike the vital targets of the Israeli enemy.”

Houthi spokesman Mohammed Abdulsalam told Qatar’s Al Jazeera TV on Sunday that there would be “no red lines… all sensitive institutions… will be a target for us”.

Projectile intercepted

Israel’s military said that its Arrow 3 missile defense system shot down the projectile launched from Yemen this Sunday, before crossing Israeli territory.

Before the interception, air raid sirens sounded in Eilat, sending residents running for cover.

The exchanges of attacks are part of a side effect of the Gaza war, which has already lasted more than nine months and has drawn in regional and world powers.

Iran-aligned groups including the Houthis have fired rockets and missiles at Israel, saying they are doing so in support of the Palestinians and Hamas, which controls Gaza.

The United States and its allies support Israel and supply it with weapons.

Conflict in the Middle East

The war began on October 7 after a Hamas-led attack in southern Israel in which about 1,200 people were killed, according to Israeli officials.

From there, Israel bombed and entered Gaza, eliminating almost 39,000 people, according to health authorities in the Palestinian territory.

The Houthis, who control much of northern Yemen and other major population centers, have previously claimed attacks on Eilat and other attacks targeting Israel, saying they were acting in retaliation for Israel’s war in Gaza.

The group has also been attacking Red Sea shipping lanes for months.

Hamas’ allies add Iranian-backed groups such as the Houthis, Lebanon’s Hezbollah and Iraqi paramilitaries.

President Biden announced his withdrawal from his candidacy for re-election.

The announcement came after questions from members of the Democratic Party about the current president’s physical and mental predisposition .

American President  Joe Biden said on Sunday, the 21st, via social media that he was withdrawing from his re-election bid.

Therefore, he had completed the remainder of his term , despite having withdrawn from running for office.

It is the first time a US president has announced he is withdrawing from a re-election race in decades, and the latest development in a highly charged political campaign that has included an assassination attempt on a candidate, Trump.

Joe Biden was facing off against congressional Democrats who were increasingly convinced that a November defeat would also impact their electoral races.

See the summary of the statement made on social media:

My fellow Americans,

In these last 3 and a half years, we have made great progress as a country .

Today, America has the strongest economy in the world. We have made history-making investments in rebuilding our homeland , reducing prescription drug costs for seniors, and expanding affordable health care to a record number of Americans. We have provided desperately needed care to one million of our veterans exposed to toxic substances. We have passed the first gun safety law in 30 years. We have appointed the first African-American woman to the Supreme Court . And we have passed the most significant climate legislation in the history of the world. America has never been in a better position to lead than in the period we are in today.

I also know that none of this could have been done without the help of you, the American people. All of us, together, overcame a devastating, once-in-a-century pandemic and the worst economic crisis since the Great Depression. We managed to protect and preserve our democracy. And we grow and strengthen our alliances around the world.

It has been the greatest honor of my life to serve as President of this Nation. And while it has been my intention to seek re-election, I believe it is in the best interests of my party and my country that I resign and focus solely on fulfilling my duties as President for the remainder of my remaining term .

I will speak to the country this week with more emphasis on my decision.

For now, I will express my deepest gratitude to all those who worked together to see me re-elected. I want to thank my Vice President Kamala Harris for being an extraordinary partner in all of this worthy work. And let me express my sincere appreciation to my American people for the faith and trust you have placed in me.

I believe today what I have always believed: that there is nothing America cannot do when we all do it together. We just have to remember that we are the United States of America.

200 million year old dinosaur fossils found in Brazil after a long period of rain in the state of Rio Grande do Sul.

Dinosaur fossils were found in RS after the rains .

Brazil: 200-million-year-old dinosaur fossils! Heavy rains that recently hit Rio Grande do Sul led researchers to find fossils of a dinosaur, possibly from one of the oldest known families, Herrerasauridae.

The expedition led by paleontologist Rodrigo Temp Müller, from UFSM ( Federal University of Santa Maria), identified the partially exposed bones in a fossil site in São João do Polêsine, a city with 2,649 inhabitants and located 221 km from Porto Alegre .

After 4 days of excavations, the team of researchers managed to remove the set of rocks containing the specimen , which could be the second most complete herrerasaurid – which lived around 230 million years ago – ever revealed in the world.

The size of the bones indicates that the dinosaur would have reached around 2.5 meters in length. After this study of the fossils in the laboratory is completed, the researchers will begin a new stage of the investigation to confirm whether the specimen is from a known species or whether it is a new one .

These steps are expected to continue for a few more months, as the work is meticulous to ensure that the material is not damaged. According to Müller, the results of the study could be published next year.

In addition to the nearly complete fossilized skeleton, paleontologists said they have recovered fossils in other municipalities in the region, including Faxinal do Soturno, Agudo, Dona Francisca and Paraíso do Sul.

And, according to geologist and UFSM professor Átila Augusto Stock da Rosa, rain and erosion end up having an impact on the region, as well as on research focuses.

The rains, which began in April this year and continued into the following month, affected 478 of the 497 municipalities in Rio Grande do Sul, according to the state government. 182 deaths were recorded and 31 people are missing.

Dinosaur fossils found in the Geopark area

The city where the dinosaur fossils were found is one of the nine that make up the Quarta Colônia Geopark – the others are Agudo, Faxinal do Soturno, Ivorá, Nova Palma, Pinhal Grande, Restinga Sêca, Silveira Martins and Dona Francisca.

A geopark is a seal obtained by territories that act towards sustainable local development . To be recognized by UNESCO ( a branch of the United Nations dedicated to educational, scientific and cultural issues) as a geopark, the site must have great scientific, cultural, geological, archaeological, paleontological, historical and scenic importance.

Another geopark in Rio Grande do Sul, Caçapava do Sul, has more than 30 catalogued geosites. The main characteristic of the territory is the presence of very old rocks.

This year, in March, UNESCO also recognized the diversity of dinosaur fossils in the Minas Gerais city of Uberaba with the creation of the Terra de Gigantes Geopark .

Uberaba’s paleontological wealth comes from rock layers from the Cretaceous period, the last of the Age of Dinosaurs.
