Some Russian warships arrive in Cuba after exercises; Havana and Washington rule out risk to the region.

USA monitors visitors , but does not see the maneuver as a ‘ foreshadowing of national security ‘.

A group of Russian warships arrived at the Port of Havana, in Cuba, this Wednesday (12) for military exercises off the coast of the Caribbean island. In agreement with the Commander-in-Chief of the Russian Navy, Alexander Moiseev, the operation takes place within the framework of international cooperation between Russia and Cuba. 

According to the military leader, arrival at the islet is one of the objectives of the Russian Navy detachment’s long- range trip , during which the Russian fleet carried out exercises “with high- precision missiles” in the Atlantic Ocean. Moissev reported that the frigate “Admiral Gorshkov” has modern weapons on board and the nuclear submarine Kazan will also join the Russian fleet in Cuba for the exercises. 

As part of the training , the crews of a frigate and a nuclear-powered submarine missile cruiser are practicing the use of high -precision missile weapons using computer simulation against naval targets that represent naval groups of a mock enemy and are located at the range of more than 600 kilometers,” the Russian Navy reported.

The Russian Navy’s plans include meetings with the Cuban navy command and the governor of Havana. Russian Navy ships will be in the port of Havana between June 12th and 17th. 

Commenting on the visit of Russian ships, the Cuban Foreign Ministry stated that the arrival of the Russian Navy corresponds to the friendly relations between Havana and Moscow and strictly complies with international rules. The Cuban Foreign Ministry added that the Russian ships do not carry nuclear weapons and their stay does not represent a harbinger for the region. 

White House spokesman John Kirby also previously stated that the United States is monitoring the situation surrounding the visit of Russian Navy ships to Cuba, but does not see it as a boon for its homeland security .

It is not uncommon for Russian ships to call at the port of Havana during their naval exercise expeditions. What is new is the scope of the fleet, consisting of a frigate capable of carrying cruise missiles, and, in particular , the multifunctional nuclear submarine Kazan, which has a powerful missile system. 

Recently, US military officials have referred to such vessels as potential threats to the country’s security. In March 2024, the manager of the Northern Command of the American Armed Forces (NORTHCOM), Gregory Guillot, during a Senate hearing, stated that Moscow plans to commission 12 Kazan-class submarines, also dividing them between the Atlantic and Pacific oceans. According to Guillot, this would represent a ” persistent conventional warning to critical infrastructures” across most of North America .

Cuban Foreign Minister meets with Lavrov in Moscow

The presence of the Russian fleet in Havana takes place in parallel with the visit of the Cuban Foreign Minister, Bruno Rodriguez Parrilla, to Moscow. The Cuban Foreign Minister met with his Russian counterpart, Serguei Lavrov. 

During the meeting, the Russian Foreign Minister reiterated Russia’s willingness to continue supporting Havana’s demands for an immediate end to Washington’s economic, commercial and financial blockade against Cuba.

“We support the removal of Cuba from the United States’ list of state sponsors of terrorism. This is an absolute anomaly when a state includes Cuba on that list and, at the same time, they themselves – the United States of America and its satellites – try to maintain its cunning supremacy in world affairs through a gullible all-out terror , using methods of economic, financial, diplomatic terrorism, together with direct financing, based on terrorist attacks by the neo-Nazi regime in Kiev against civilians on Russian territory”, said Lavrov.

The Russian chancellor’s statement comes in the context of the recent authorization that Western countries gave Ukraine to use its weapons to hit targets in Russian territories.

The Russian Foreign Minister also highlighted that the next steps in interaction between Moscow and Havana “include increased coordination on Latin American and Caribbean issues.”

“We are doing our best to promote rapprochement with Cuba and other Latin American countries, including members of ALBA ( Bolivarian Team for the Americas), with the Eurasian Economic Community, where Cuba is an observer and can help strengthen relations between our integration structures with other countries in Latin America and the Caribbean”, added the minister.

On June 5, Russian President Vladimir Putin said that Moscow could respond to arms supplies to Ukraine by placing its weapons in other regions of the world close to countries hostile to Moscow.

“We are thinking about the fact that if someone thinks it is possible to supply such weapons to a combat zone to fight our territory and create problems for us, then why do we not have the right to supply our weapons of the same class to those regions of the world? where will attacks be carried out against sensitive targets of countries that do so in relation to Russia? That is, the answer could be symmetrical.
